IPAF Competent Assessed Persons

It has been a legal requirement since the introduction of the lifting operations and lifting equipment regulations (LOLER) 1998, that regular, thorough examinations of powered access equipments take place. Thorough examination is an Assessment of the overall safety of the MEWP which should detect faults or defects in sufficient time to allow remedial action to be taken. The IPAF Competent Assessed Persons (CAP) provides guidance for platform engineers on compliance with regulatory requirements and to offer documented evidence that individuals can be regarded as Competent persons to plan, manage or carry out thorough examinations of powered access equipment within the context of current legislation (including  WAHR, LOLER and PUWER, the Provision and Use of Work Equipment regulations 1998)

 

Why Thorough examinations are Important

  • All MEWP's deteriorate with use, and over time, defects will occur. Thorough examinations are a legal requirement.
  • If deterioration isn’t monitored, there is a strong risk that users and bystanders will be put at risk.
  • The primary means of addressing deterioration is a robust and effective preventive maintenance regime.
  • Thorough examination is different and separate from maintenance, but it does provide an indicator of the effectiveness of maintenance arrangements.
  • Thorough examinations aim to ensure that health and safety conditions are maintained and that any deterioration can be detected and remedied in good time.

 

Who is the ideal competent person?

Trained, experienced and assessed as competent to carry out thorough examinations of the equipment to be examined. IPAF’s CAP Card is proof of this.

Sufficiently independent and impartial to allow objective decisions to be made

The competent persons need genuine authority and independence to ensure that examinations are thoroughly carried out. They also need to be able to make necessary recommendations arising from the examinations without fear or favour.

 

CAP Assessment

The CAP Assessment takes 1 day. The assessment covers the core themes: requirement and formulation of thorough examination schemes, performance of thorough examination records and defect reporting.
Candidates are put through group exercises and area assessed in for areas: previous experience, theory test, practical test, and individual interviews of about 15 minutes each.

 

Certification

Successful assessment provides suitable candidates with the valuable documentary evidence that they are certified as competent persons to plan, manage or carry out thorough examinations of platforms in the context of current legislation including the Work at Height regulations, LOLER and PUWER 98. Successful candidates are issued with a CAP Card , which certifies that they have been independently assessed having the knowledge and ability to plan, manage or carry out thorough examinations of platforms.
